<br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 10.g. <br />Department Approval City Manager Approval <br />David Brosnahan <br /> <br />Item Description: Approve Capital City Regional Firefighters' Association: Reciprocal <br />Fire Service Agreement <br />1 <br />2 Background <br />3 The Roseville Fire Department has been a joint partner with mutual aid services to other <br />4 communities around the metro and state of Minnesota for many years. The attached <br />5 agreement is a formal acknowledgment of the partnership with the Capital City Regional <br />6 Firefighters' Association. This agreement is necessary to provide and receive mutual aid <br />7 assistance from all fire departments within the Capital City region. It allows Roseville to <br />8 make equipment, personnel, and other resources available to each party who has signed <br />9 this Agreement upon its request to the other parties who have signed the Agreement. It is <br />10 the intent of the parties that this Agreement does not constitute a joint powers agreement <br />11 under Minnesota law. <br />12 <br />13 There is no duration term to this agreement. However, there is language that allows <br />14 municipalities to withdraw from the agreement at any time. <br />15 <br />16 This agreement has been reviewed by the Roseville City Attorney. <br />17 <br />18 <br />19 Policy Objectives <br />20 This agreement helps to maintain a list of available personnel and equipment for major <br />21 emergencies that occur in the City of Roseville beyond our immediate mutual and auto-aid <br />22 partners. In addition, it allows us to promote Interagency cooperation and coordination <br />23 through meetings and training. This agreement also ensures legal and financial clarity <br />24 through defined liability, compensation, and insurance coverage for the agencies involved. <br />25 <br />26 Equity Impact Summary <br />27 By taking part in this agreement, the City of Roseville can enhance community resilience as <br />28 well as reduce any disparities in fire protection that may exist. It gives us a necessary <br />29 backstop to ensure we have the appropriate amount of resources and equipment for any <br />30 type of emergency our City may experience. <br />31 <br />32 Budget Implications <br />33 There are no immediate or direct budget implications for entering into or continuing with this <br />34 reciprocal fire service agreement. <br />35 <br />Page 1 of 2 <br />Qbhf!252!pg!488 <br /> <br />
