<br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 10.h. <br />Department Approval City Manager Approval <br />David Brosnahan <br /> <br />Item Description: Approve Fire Department EMS Services Contract <br />1 <br />2 Background <br />3 Roseville Fire will be entering into an agreement with the American Parkinson Disease <br />4 Association to provide standby EMS services for an event in Central Park. Fire Department <br />5 personnel will perform duties and functions customarily rendered by emergency response <br />6 personnel of the City of Roseville, including providing general medical emergency response <br />7 duties at the event. This contract allows our personnel to work in an "off-duty" capacity to <br />8 provide services specific for this event. <br />9 <br />10 This contract has been reviewed by the City Attorney. <br />11 <br />12 Policy Objectives <br />13 In an effort to maintain a safe event, the Fire Department has been requested to provide <br />14 standby EMS care to attendees. This allows for enhanced safety and peace of mind for <br />15 attendees of the event at our Roseville Central Park. <br />16 <br />17 This contract also provides us with protection and the ability to better address requests for <br />18 standby EMS in the future. It helps to clarify the roles and responsibilities of vendors and of <br />19 the Fire Department for what I would define as "off-duty" work and requests. <br />20 <br />21 Equity Impact Summary <br />22 This agreement provides enhanced medical care and assistance for attendees at an event <br />23 in our community, and ensures immediate care, which can be lifesaving—especially at <br />24 events with large crowds or high-risk activities.
