3. Risk Assessment <br />3.1 Risk Assessment <br />A risk assessment is the process of measuring the potential loss of life, personal injury, and economic <br />and property damage resulting from identified hazards. It allows planning personnel to address and <br />reduce hazard impacts and emergency management personnel to establish early response priorities by <br />identifying potential hazards and vulnerable assets. Results of the risk assessment are used to inform <br />mitigation planning processes, including determining and prioritizing mitigation actions that reduce a <br />community’s risk to a specified hazard. Past, present, and future conditions must be evaluated to assess <br />risk most accurately for each jurisdiction. The Ramsey County risk assessment includes the following: <br /> Identification of hazards of concern that impact Ramsey County <br /> Methodology and tools used to conduct the risk assessment <br /> Hazard ranking <br /> Hazards of concern profiles and vulnerability assessment <br />3.2 Hazard Summary <br />3.2.1 IDENTIFICATION OF HAZARDS <br />Ramsey County considered a full range of natural hazards that could impact the planning area. Hazard <br />identification began with a review of the hazards assessed in the 2019 Ramsey County plan, the City of <br />Saint Paul Hazard Mitigation Plan, and the State of Minnesota Hazard Mitigation Plan. A total of eight <br />natural hazards and three human-caused hazards of concern were identified as significant hazards <br />affecting the entire planning area, to be addressed in this plan: <br /> Dam/Levee Failure <br /> Drought <br /> Floods <br /> Geologic Hazards <br /> Hazardous Materials <br /> Summer Weather Hazards <br /> Tornado and Windstorm <br /> Winter Weather Hazards <br /> Human-Caused Hazards <br /> Infrastructure Failure <br />3.2.2 RAMSEY COUNTY DISASTER DECLARATIONS <br />Table 10 lists FEMA declarations in Ramsey County. <br />Ramsey County | Multi-Jurisdiction Hazard Mitigation Plan 34 <br />Qbhf!2:4!pg!488 <br /> <br />
