<br />REQUEST FOR COUNCIL ACTION <br />Date: 7/7/2025 <br />Item No.: 7.b. <br />Department Approval City Manager Approval <br /> <br /> <br />Item Description: Discuss Options for City License and Passport Center and City <br />Dance Studio <br />1 <br />2 Background <br />3 On June 16, 2025, the City Council received a presentation from BKV Architects (BKV) <br />4 showing alternatives to consider regarding the construction and location of a new <br />5 Maintenance Operations Center (MOC) and for the License/Passport Center & Dance <br />6 Studio (LPCDS). After review and discussion, the City Council indicated that Concept C <br />7(Attachment 1) was the best option to consider further. <br />8 <br />9 Concept C splits the maintenance operations into two sites with the bulk of daily <br />10 maintenance occurring south of Woodhill Drive in a significantly renovated and updated <br />11 maintenance center, and the yard and additional storage on the north side of Woodhill <br />12 Drive. The License and Passport Center and Dance Studio need to be relocated because <br />13 the space they currently occupy will be used for the construction of the new Maintenance <br />14 Operations Center under Concept C. Concept C also shows a two-story LPCDS on the <br />15 southwest corner of the Veterans Park parcel with an expanded shared parking lot with the <br />16 VFW. Alternative C somewhat reduces yard space and operational efficiency (compared to <br />17 the original full Campus Master Plan), but it maximizes the value of existing structures, <br />18 allows the VFW to stay in its current location, and preserves a significant portion of <br />19 Veterans Park. <br />20 <br />21 While the City Council indicated general support for Concept C, the City Council did <br />22 request that staff bring back a discussion about the LPCDS building. One request was for <br />23 more information about the City's dance program and the overall dance studio component <br />24 of the proposed new building. Parks and Recreation Director Matt Johnson shared some <br />25 information at the June 16 meeting and has prepared a memo with additional information <br />26 regarding the dance program and the need for space for the program, which is attached as <br />27 Attachment 2. <br />28 <br />29 In addition, the City Council instructed staff to look at options to lease space elsewhere in <br />30 Roseville for the License and Passport Center and for the city Dance Studio and requested <br />31 information about financing a new LPCDS building. <br />32 <br />33 Options to lease space for the License and Passport Center and Dance Studio in <br />34 Roseville <br />35 Staff reached out to commercial real estate brokers, Steve Chirhart and Ron Moss of <br />Page 1 of 4 <br />Qbhf!55!pg!488 <br /> <br />
