REQUEST FOR COUNCIL ACTION <br />Date: 8/11/2025 <br />Item No.: 7.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Recieve Presenatation from NewTrax regarding Roseville Area <br />Circulator Bus Service <br />1 <br />2 Background <br />3 On April 9, 2018, the City Council authorized a six-month pilot project for a circulator bus <br />4 route in conjunction with the Roseville Community Health Awareness Team (CHAT) and <br />5 the non-profit transportation company NewTrax to provide a regular weekly bus route for <br />6 residents at senior residential facilities to be dropped off at a variety of local retail and <br />7 community destinations. The service was funded by the City of Roseville, rider donations, <br />8 Cub Foods, and Lyngblomstem Care Center. Roseville's financial support amounted to <br />9 about $8,300 over the 18 months NewTrax ran the circulator bus route. The service ended <br />10 on September 30, 2019 after the City of Roseville ended its financial support. (See <br />11 Attachment 1). <br />12 <br />13 In 2025, NewTrax began a new Roseville Area Circulator Bus program (Attachment <br />14 2). The program is being funded in part by the State of Minnesota's Live Well at Home <br />15 program and by Trellis, a non-profit serving seniors. Scott Olson of NewTrax would like to <br />16 present an update to the City Council regarding their circulator bus service and explore the <br />17 possibility of the City of Roseville providing financial support to assist in the continuation of <br />18 the service. Additional information about ridership is included as Attachment 3. <br />19 <br />20 <br />21 <br />22 Policy Objectives <br />23 Provision of a circulator bus provides needed transportation options for residents of <br />24 Roseville and allow persons otherwise homebound to be able to participate in shopping, <br />25 recreational, and educational activities in the commnuity. <br />26 <br />27 Equity Impact Summary <br />28 The existence of low-cost transportation options for residents of senior living facilities to <br />29 access shopping and public buildings in the community will allow those who cannot <br />30 independently transportation better access to interact in the community. The NewTrax <br />31 circulator bus will provide easier access to essential services such as grocery stores, <br />32 pharmacies, and general shopping opportunities. Regular access to a low-cost <br />33 transportation option will assist seniors in reducing social isolation and alleviate the <br />34 financial burden on seniors, many of whom live on fixed resources. <br />35 <br />Page 1 of 2 <br />Qbhf!48!pg!286 <br /> <br />
