Attachment 1 <br />REQUEST FOR COUNCIL ACTION <br />Date: September 9, 2019 <br />Item No.: 7.e <br />Department Approval City Manager Approval <br />Item Description: Receive Update on Roseville Area Circulator Bus <br />1 B ACKGROUND <br />2 On April 9, 2018, the City Council authorized a six-month pilot project for a circulator bus route <br />3 in conjunction with the Roseville Community Health Awareness Team (CHAT) and the non-profit <br />4 transportation company NewTrax to provide a regular weekly bus route for residents at senior <br />5 residential facilities to be dropped off at a variety of local retail and community destinations. On <br />6 October 15, 2018, the Roseville City Council authorizeda six-month extension of the service <br />7 beginning in January 2019. As part of the authorization the route was altered to have a stop in <br />8 Southeast Roseville and to go north up Rice Street and stop at two additional grocery stores. The <br />9 circulator bus service operates every Tuesday morning from 10:00 a.m. to 12:30 p.m. <br />10 <br />11 The latest pilot was scheduled to run through the end of June. Given the previous donations that <br />12 lowered the City cost and the need to continue to have a discussion with the City Council, the <br />13 circulator bus service has continued. <br />14 <br />15 In 2018, the circulator bus provided a total of 472 rides to users with an average of slightly over <br />16 12 riders a week. In 2019, through September 3, the service has provided a total of 501 rides to <br />17 users with an average of about 14 riders per week. <br />18 <br />19 Given the ridership numbers and the lack of additional funding at this time, staff is recommending <br />20 that the Roseville Area Circulator Bus Service discontinue service at the end of September unless <br />21 additional external funds are gathered to substantially pay for the service. With this <br />th <br />22 recommendation, the last day of service will be on September 30. <br />23 <br />24 P OLICY O BJECTIVES <br />25 Provision of a circulator bus provides needed transportation options for residents of Roseville and <br />26 allow persons otherwise homebound to be able to participate in shopping, recreational, and <br />27 educational activities. <br />28 <br />29 B UDGET I MPLICATIONS <br />30 To date, the costs of the programs are as follows: <br />31 Estimated Cost of Circulator Bus Program: $11,331.05 (through Sept. 3) <br />32 Less Rider Donations $ 1,151.00 (since Sept. 2018) <br />33 Less Cub Foods Donation $ 1,000.00 <br />34 Less Lyngblomstem Donation $ 2,000.00 <br />35 City Costs to-date $ 7,180.05 <br />36 <br />37 Expectedremaining City cost $975.00 (est) <br />Page 1 of 2 <br />Qbhf!4:!pg!286 <br /> <br />
