REQUEST FOR COUNCIL ACTION <br />Date: 8/11/2025 <br />Item No.: 7.c. <br />Department ApprovalCity Manager Approval <br />Item Description:Appoint Youth Commissioners to Various Commissions <br />1 <br />2 Background <br />3 It has been customary for the City Council to appoint youth representatives to serve on <br />4 various advisory commissions. Chapter 201 of the city code allows the Council to appoint <br />5 up to two (2) additional residents of the city who are the age of 18 or under and enrolled in <br />6 high school to serve one-year terms on a commission as youth commissioners. Youth <br />7 commissioner terms expire on July 31 of each year. <br />8 <br />9 Additionally, in August 2022, the Council updated the code language to remove "ex-officio" <br />10 from the youth commissioner role, and allow youth to decide if they wanted to be a voting <br />11 member of the commission. Youth are required to fill out an application, and as part of the <br />12 application they are asked if they are seeking voting rights. If they are, the youth applicant <br />13 must have their parent or guardian approve and sign the application agreeing to allow the <br />14 youth to vote. <br />15 <br />16 Staff have received an application from Aldous Bergquist for the Finance Commission as a <br />17 non-voting member. Staff has also received an application from Sofia Salinas-Ruiz for the <br />18 Equity and Inclusion Commission as a voting member. The application has been signed by <br />19 the parent/guardian granting permission for the youth applicant to be a voting member. If <br />20 Council chooses to appoint a youth commissioner, the youth commissioner term would end <br />21 July 31, 2026. Youth commissioners may be reappointed for up to 3 terms as long as they <br />22 meet the age, enrollment and residency requirements. <br />23 <br />24 Policy Objectives <br />25 The city's Appointment and Reappointment policy outlines the notification and selection <br />26 process for advisory commissions. The intent is to establish a fair and open notification and <br />27 selection process that encourages all Roseville residents to apply for appointments. In <br />28 addition, the city's Strategic Racial Equity Action Plan (SREAP) has identified diversifying <br />29 city commissions as a high impact area of focus. Diverse policymakers and advisors are <br />30 key to serving residents and other customers with excellence. Having youth commissioners <br />31 as part of advisory commissions brings unique perspectives and insight to conversations, <br />32 ideas and recommendations. <br />33 <br />34 Equity Impact Summary <br />35 Diverse policy-makers and policy advisors are key to serving residents and other <br />36 customers with excellence.
