REQUEST FOR COUNCIL ACTION <br />Date: 8/11/2025 <br />Item No.: 7.e. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider making changes to the 2025 City Council Calendar <br />1 <br />2 Background <br />3 The City Council adopted the 2025 City Council and EDA meeting schedule at the <br />4 November 4, 2024 meeting. For a number of years, the City has held its public hearing <br />5 regarding the proposed budget (formerly known as the Truth in Taxation hearing) at the last <br />6 meeting of November. In 2024, that date was November 25, which is the first day under <br />7 state statutes on which such a public hearing could be heard. The City Council may recall <br />8 that many Roseville residents had only just received their property tax notice from Ramsey <br />9 County over the weekend or on November 25. Under state statutes, counties must prepare <br />10 to have the property tax notice mailed to the taxpayer between November 10 to November <br />11 24 each year. As stated earlier, Section 275.065 of the Minnesota State Statutes requires a <br />12 public hearing on the budget after November 24 each year. (Attachment 1). <br />13 <br />14 In 2025, there is a City Council meeting scheduled for Monday, November 24. As a result, <br />15 the City cannot hold its public hearing on the budget on that date. Staff is asking the City <br />16 Council to consider several options on how to address this issue. <br />17 Reschedule the Monday, November 24 City Council meeting to Tuesday, November <br />18 25. If this option is chosen, the PWET meeting for that night would need to be <br />19 rescheduled. Please note that Thanksgiving is later that week on Thursday, <br />20 November 27. <br />21 Move the public hearing on the budget to December 1, which is the last scheduled <br />22 City Council meeting for the year. At that meeting, the City Council would also <br />23 approve the 2026 budget. <br />24 Move the public hearing on the budget to December 1 and schedule an additional <br />25 City Council meeting for Monday, December 8, 2025 for the final approval of the city <br />26 budget and to take care of any other city business. <br />27 <br />28 <br />29 Policy Objectives <br />30 Not applicable. <br />31 <br />32 Equity Impact Summary <br />33 There is no anticipated equity impact. <br />34 <br />Page 1 of 2 <br />Qbhf!82!pg!286 <br /> <br />
