REQUEST FOR COUNCIL ACTION <br />Date: 8/11/2025 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Receive Update from Tubman regarding Crisis Intervention Services <br />provided for the City of Roseville <br />1 <br />2 Background <br />3 Tubman is a non-profit that provides services to persons facing relationship violence, <br />4 sexual assault, exploitation, homelessness, addiction, mental health challenges, and other <br />5 forms of trauma. They have worked in partnership with the Roseville Police Department <br />6 and the City's Prosecuting Attorney for many years. Specifically, Tubman provides pro- <br />7 bono legal assistance and advocacy for Roseville victims of crime. <br />8 <br />9 At the December 2, 2024 City Council meeting, funding for Tubman in the amount of <br />10$20,000 was included as part of the 2025 City Budget. Information about the original <br />11 request and the services that Tubman provides is included as Attachment 1. <br />12 <br />13 As a result of providing funding for them in the 2025 budget, the City and Tubman entered <br />14 into a professional services agreement, which is included as Attachment 3. <br />15 <br />16 Jennifer Dickinson of Tubman would like to provide an update on their work in Roseville <br />17(Attachment 3) and renew their request of $20,000 for funding in the 2026 budget. <br />18 <br />19 Policy Objectives <br />20 The City of Roseville strives to be a welcoming and inclusive community where all residents <br />21 feel safe and secure. This agreement with Tubman supports those aspirations by ensuring <br />22 that victims of crime have access to legal assistance and advocacy services. The City has <br />23 a long-standing partnership with Tubman, and the funding allocated by the City Council <br />24 helps facilitate continued access to these critical resources for Roseville residents. <br />25 <br />26 Equity Impact Summary <br />27 According to material submitted by Tubman, they serve about 20,000 people of all ages, <br />28 genders, and cultural backgrounds who face relationship violence, sexual assault, <br />29 exploitation, homelessness, addiction, mental health challenges, and other forms of <br />30 trauma. According to Tubman's data, 88% of Tubman's crisis and intervention clients have <br />31 income at or below 200% of the federal poverty guidelines, 60% identify as Black, <br />32 Indigenous or people of color (BIPOC), and 46% of clients are children and young people <br />33 up to age 24. <br />34 <br />35 Budget Implications <br />Page 1 of 2 <br />Qbhf!9!pg!286 <br /> <br />
