Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: April 22, 2025 ITEM: 5.a. <br />ITEM DESCRIPTION: Dark Skies - U of M Student Group Presentation <br />Background <br />Light pollution can be harmful to humans' circadian rhythms and disrupt wildlife migration and behavior, but <br />can also be reduced with proper fixtures, temperature color, and distribution. "Dark Sky" compliant lighting <br />and policies are designed to minimize excess light pollution as much as possible. <br />Roseville's City Code addresses commercial lighting but is outdated and lacks residential guidelines. <br />Students from the University of Minnesota researched Dark Sky policies and ordinances and compiled a set <br />of recommendations for Roseville as part of their semester project. <br />Recommendation <br />Receive presentation and discuss recommendations to update Roseville lighting code. <br />Attachments <br />Educational flyer <br />Presentation <br />Page 21 of 57 <br />
