31 4. Communication Items <br />32 Assistant Public Works Director/City Engineer Jennifer Lowry provided a brief <br />33 review and update on projects and maintenance activities listed in the staff report <br />34 dated April 17, 2025. <br />35 <br />36 Ms. Lowry updated the Commission on the maintenance operation center and <br />37 several projects out to bid. She indicated the bike plan demo project was scheduled <br />38 for May 12-19, and the multimodal study for TH 36 was pending. She mentioned <br />39 applications for the Met Council Equity Focus Water Efficiency Grant programs <br />40 and the encumbrance of $53,000 for the private sewer I&I grant. <br />41 <br />42 Sustainability Specialist Bakken discussed climate action planning, Green To Go <br />43 Ordinance implementation, and a native plant sale. She highlighted her upcoming <br />44 presentation on climate action planning at the early May council meeting. The <br />45 Green To Go Ordinance implementation would involve weekly meetings with <br />46 restaurants and quarterly meetings with other metro cities. She noted the native <br />47 plant sale will be open through May 15, with pickups on May 31 at the maintenance <br />48 garage. She indicated she would be at the Ramsey County Environmental Center <br />49 open house, promoting recycling and reuse at the Agp6tu T66a sustainability event. <br />50 <br />51 Ms. Lowry provided maintenance updates, including lifting road restrictions and <br />52 opening the leaf site. She indicated that 80 employees from Hawkins Chemical <br />53 Company participated in avolunteer event that collected over 2,500 pounds of trash <br />54 along Rosegate. She mentioned the planned council actions, including a public <br />55 hearing for another wave of vacations. <br />56 <br />57 Vice Chair Hodder commented on the fiber optic installations on his street. <br />58 <br />59 Ms. Lowry discussed the ramping up of fiber optic projects in the western suburbs. <br />60 <br />61 5. Dark Skies — U of M Sustainability Class <br />62 Sustainability Specialist Noelle Bakken introduced University of Minnesota Dark <br />63 Skies group members. <br />64 <br />65 Krystal Jankowski, Ainsley Kennedy, Emerson Lindley from the University of <br />66 Minnesota presented on reducing light pollution in Roseville. <br />67 <br />68 The presentation covered the definition of dark sky communities, the benefits of <br />69 becoming one, and the current state of Roseville's lighting ordinances. The students <br />70 provided examples of other dark sky communities and discussed the challenges and <br />71 potential solutions for Roseville. <br />72 <br />73 Commission members discussed the impact of light pollution on community health <br />74 and wildlife and the potential for implementing dark sky standards in Roseville. <br />75 <br />76 Chair Ficek and the Commission thanked the students for the presentation. <br />Page 2 of 5 <br />Page 4 of 88 <br />
