Roseville Public Works, Environment and Transportation Commission
Agenda Item
DATE: May 27, 2025 ITEM: 8.a.
ITEM DESCRIPTION: Review Sewer Backup Policy
Background
Since 2011, the City of Roseville has had a Residential Sanitary Sewer Backup Cleanup Assistance Policy.
The policy allows residential properties that have had a backup in the City main to get some assistance from
the City. Staff reviewed the policy with our attorneys since it has been 14 years since the last time it was
updated. Most changes to the policy are minor updates. The two major changes are related to the costs.
Since costs have increased, staff is recommending the maximum assistance be changed from $5,000 to
$7,500 per occurrence and the reimbursement for backflow preventers increases from $300 to $500.
Staff is requesting feedback on the policy. Some items to possibly consider:
• Should the policy still only apply to residential properties?
• What should the definition of residential include?
• Are the reimbursement amount changes adequate?
Recommendation
Review policy and provide recommendations to City Council.
Attachments
1. Existing Sewer Backup Policy
2. Proposed Sewer Backup Policy
3. Proposed Sewer Backup Application
