Besides being a cost saving move, closing the site would also solve the problem of
people dumping unwanted items there. However, the benefits of the site are very significant,
in my humble opinion.
The Dale Street site is incredibly convenient! Its centrally located. It's not too large. It's quick
and easy to drop off leaves. The black soil that is produced from the decayed leaves is
probably the BEST free dirt in town. Every time I go to drop off my organics, there are many,
many, many people shoveling the soil into buckets and bins. They use the soil in their gardens
and in their potted plants. I often end up chatting with my neighbors while there. Seriously,
there's a great community spirit at the Dale St site.
The suggestion was offered that people could simply drive to another Ramsey County yard
waste site to drop off their leaves. Where is the next closest site? Frank & Sims? Pierce
Butler? Arden Hills? We're not talking a few miles away. Were talking at least five or six
miles. In our 21st century society, convenience is important. If people are inconvenienced,
well, they'll take the easy route: they'll simply fill their trash bins with leaves. Not very earth
facially, is it?
Regarding people dumping unwanted items at the site, Pm sure there are ways to solve this
problem. 1.) Lock the fence when the site is not open. That means NO ACCESS at all. Not
even the 'footpath' to the food scrap bins. 2.) Move the food scrap bins outside the fenced in
area, so they're available 24/7. 3.) Staff the site when it is open; either with paid staff or
community volunteers. I'm certain volunteers will step forward if the thought of permanently
closing the site looms on the horizon. Check with Do Good Roseville for ideas on this. 4.) Is
there video monitoring of the site? Is there adequate lighting at night to deter undesirable
activity?
Thanks for taking the time to read my email. And thanks for being open to hearing from
Roseville residents about this issue.
Respectfiilly,
Norma JmBnasea
642 Lovett Ave West
Roseville, MN
