The site is used by many Roseville residents. It <br />is a good place for Roseville residents to get rid of their leaves and have it turned into compost that <br />they can pick up in the spring or summer. <br />If there is a problem with non -Roseville residents or commercial companies dumping leaves at the <br />site, you could set up cameras and post signs for Roseville residence to get license plate numbers and <br />times that supposed problem dumpers are dumping and contact the city anonymously. The city <br />could view the video and deal with the problem leaf dumpers. <br />The Roseville leaf dumping site was in place before they built The Preserve of Roseville and any <br />resident that moved into The Preserve of Roseville should haveve figured it out or been told by the <br />developer that there would be a smell and noise at certain times.
