Obstruction Ordinance <br />802.17: Obstructions <br />Ordinance <br />• Prohibits substances or matter that may form a deposit or obstruction from passing <br />into public sewers or drains <br />• Focus is on materials that flow or pass into the system (e.g., debris, grease, solids) <br />• Enforcement authority lies with the Public Works Director or building code <br />enforcement <br />Proaosed Chanaes <br />• Clarifies that roots and protruding taps are considered obstructions <br />• Expands language to address intrusions that may grow or extend into the system <br />(not just flow) <br />• Strengthens enforcement tools to address common sources of blockages and <br />backups <br />✓ In 2025, the City has sent 123 "Root" and 8 "Protruding Tap" enforcement <br />letters to residents as of September 12, 2025 <br />• Helps protect long-term functionality and reliability of the City's sewer infrastructure <br />
