Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: September 30, 2025 ITEM: 5.b. <br />ITEM DESCRIPTION: Consider Closure of Roseville Leaf Recycling Center <br />Background <br />As part of the 2026 budget planning process, City staff were asked to identify potential areas to cut the <br />budget. One area that public works staff identified was the possibility to close the leaf site. At the September <br />8, 2025 Council meeting, staff presented the recommendations to council. The main reasons identified to <br />close the site include costs, duplicative service to Ramsey County, and site issues. Roseville is the only city <br />in Ramsey County to operate its own leaf site. The leaf site costs over $126,000 annually to operate plus <br />capital equipment replacement. The current equipment is at the end of its life and due for replacement. The <br />leaf site was recommended to be closed at the end of 2025 with compost phased out by the end of 2026. <br />The council RCA, including background and detailed information on the site, is included as Attachment 1. <br />The presentation that was presented to council is included as Attachment 2. Public feedback received is <br />included as Attachment 3. Attachment 4 includes new and updated information collected by staff after the <br />council meeting to address specific questions that were asked. Attachment 5 includes information on organic <br />drop-off sites in and around Roseville. <br />Council took no action at the meeting, and it has since been referred to the Public Works Environment and <br />Transportation Commission for their feedback and recommendation. Council plans to consider this matter <br />again at the Monday, October 13, 2025 Council meeting. <br />Staff will present the information presented to Council as well as new information. <br />Recommendation <br />Provide recommendations to the City Council on whether the Roseville Leaf Recycling Center should remain <br />open or close. <br />If the recommendation is to close the site, provide recommendation on organics collection at the site. <br />Attachments <br />1.
