<br />168 to residents and the community gardens (a revenue averaging $3,250/year). The cost to <br />169 provide this service averages $5,000/year which includes staff time, equipment costs and <br />170 software for scheduling. Ramsey County does not provide this delivery service, but <br />171 compost is available to pick up at their sites for free for Ramsey County Residents. <br />172 <br />173 Future Use of the Site: <br />174 <br />175 If the site is closed, City staff propose to keep the site for Public Works and Parks <br />176 maintenance activities. City staff would keep the Ramsey County Organics recycling at the <br />177 site but would move the containers outside of the gate to where the compost is currently <br />178 stored. Due to chipping use at the site, wood chips would also still be available to residents <br />179 at the site. These would be the only public uses at the site, but all would occur outside of <br />180 the gate. Since there would be significantly less wood chips available than compost, overall <br />181 site traffic would be greatly reduced. <br />182 <br />183 City Wood Debris Management – As discussed previously, Ramsey County no longer <br />184 allows cities to dispose of wood debris at their yard waste sites. If the leaf site was closed, <br />185 a portion of the site would be used to store wood debris generated for City use only. It <br />186 would not be open to the public. Wood debris is generated by the City from park cleanups, <br />187 natural resource events such as buckthorn removal, right-of-way or pathway trimming, <br />188 right-of-way tree clearing and storm cleanups. It could then be chipped when time is <br />189 available, or the City could rent a larger tub grinder every few years for the larger debris. <br />190 This would result in significant time and cost savings due to fewer tipping fees and costs <br />191 related to hauling debris to facilities outside of Roseville. <br />192 <br />193 Space for Emergency and Temporary Uses – Although the City will likely get some <br />194 additional yard space with the proposed Maintenance Operation Center, this site could <br />195 provide valuable space for other temporary or emergency uses. Emergency uses would <br />196 include temporary storage of water break material, or wood debris from storm damage. <br />197 Additionally, it could be a site for City contractors to use for staging or material storage, <br />198 which would help save money on projects. Historically, Ramsey County has allowed the <br />199 City to use the Kent Street facility for these uses. With the construction of the <br />200 Environmental Center in 2024, the Kent Street site is significantly smaller. The County does <br />201 still allow the City to use the site on an interim basis for water breaks, but we are now <br />202 limited to a 200-foot by 200-foot area. If Ramsey County has a need for the site, we lose <br />203 access to this site. <br />204 <br />205 Proposed Phase Out Plan – If the Council chooses to close the leaf site, staff recommends <br />206 this fall be the last year of leaf collection at the site. Staff would use the fall collection <br />207 season, October 6 - November 21, to message that the site would be permanently closed <br />208 to leaf collection after November 21, 2025. Staff would emphasize the alternative Ramsey <br />209 County sites where residents could take leaves. There is already signage at the site which <br />210 shows the alternative sites. Compost made from the fall collection will be available for <br />211 residents to pick up in the bins outside the gate the following year or until it is gone. Staff <br />212 would work with Ramsey County to move the Organic Recycling Containers outside of the <br />213 gate to where the compost bins are so the site would be secured and prevent public <br />214 dumping/access.
