<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/8/2025 <br />Item No.: 10.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Ordinance Extending Cable Franchise Agreement with <br />Comcast through 2032 <br />1 <br />2 Background <br />3 The North Suburban Communications (the “NSCC”) is a municipal joint powers commission <br />4 that negotiates and administers the cable franchises on behalf of its nine member cities. <br />5 Following a long and contentious franchise renewal process, the NSCC and Comcast <br />6 agreed upon a renewed cable television franchise in 2017. All the member cities adopted <br />7 ordinances approving the cable television franchise and Comcast accepted it (Attachment <br />8 1). At the time, the 2017 cable television franchise was considered one of the best, if not <br />9 the best, cable television franchise in the metro area. In 2025, it remains one of the best in <br />10 the metro, and it continues to meet the needs of the member cities as it relates to the <br />11 provision of cable service. <br />12 <br />13 In 2024, Comcast sent a notice to the NSCC that it desired to renew the cable television <br />14 franchise, which had a term through 2027. Shortly after receiving the notice, the NSCC <br />15 adopted a resolution commencing the renewal process and sent a letter to Comcast in <br />16 response to Comcast agreeing to pursue the cable television franchise renewal through the <br />17 informal – contract negotiation – process as contemplated in the federal cable act. In 2025, <br />18 NSCC counsel and Comcast tentatively agreed on a cable franchise renewal extension that <br />19 would extend the current terms and conditions of the cable television franchise through <br />20 2032. The NSCC recommended adoption of the Franchise Extension Agreement <br />21 Ordinance by the City and all of its member cities at its meeting in May (Attachment 2). <br />22 <br />23 Policy Objectives <br />24 A cable franchise agreement allows for managed use of right-of-way to benefit the <br />25 community. The franchise agreement provides resources to the City in exchange for the <br />26 use of City right-of-way, including the ability to transmit public, educational, and <br />27 governmental (PEG) programming. The agreement also allows residents and businesses <br />28 to receive cable TV and other technologies from Comcast. <br />29 <br />30 Equity Impact Summary <br />31 An equity analysis was not conducted as part of this request, but it should be noted that the <br />32 franchise agreement requires universal service across all portions of Roseville including <br />33 lower-income areas. <br />34 <br />35 Budget Implications <br />Page 1 of 2 <br />Qbhf!::!pg!322 <br /> <br />
