<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/15/2025 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Hold Public Hearing and Consider Approval of Request for a Noise <br />Variance for the County Road D Pavement Project <br />1 <br />2 Background <br />3 Bituminous Roadways, Inc., the general contractor for Ramsey County’s pavement project <br />4 work on County Road D from Highcrest Road to Cleveland Avenue, has requested a noise <br />5 variance from the City on September 15 to 24, 2025. By City Ordinance, no work can be <br />6 done on weekdays between 9:00 p.m. and 7:00 a.m., or weekends between 9:00 p.m. and <br />7 9:00 a.m., without a variance approved by the City Council. <br />8 <br />9 The project includes milling and paving the road surface and adjusting utility castings to <br />10 match the new pavement surface. The variance is requested to work outside of the limited <br />11 hours in order to minimize the impact to traveling public and nearby businesses. <br />12 Additionally, the overnight work is focused on the commercial corridor and work adjacent to <br />13 residential will be during the daytime. The City of New Brighton has already approved the <br />14 working hours. The following tentative schedule is weather and Council approval <br />15 dependent. The variance includes a few additional days in the event that weather or other <br />16 unplanned events shift the schedule: <br />17 Monday, September 15: Nighttime milling 7:00 p.m.-7:00 a.m. on the north side of <br />18 County Road D beginning in New Brighton limits. <br />19 Tuesday, September 16: Nighttime milling 7:00 p.m.-7:00 a.m. on the south side of <br />20 County Road D in Roseville limits <br />21 September 17, 18, and 22: Early 6:00 a.m. start so they can have idling vehicles and <br />22 stage equipment before for paving at 7:00 a.m. <br />23 Saturday, September 20: Early 7:00 a.m. start to adjust castings. <br />24 <br />25 Per the noise ordinance, a public hearing for the noise variance must be held.
