<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/15/2025 <br />Item No.: 10.b. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Final Payment for 2024 Sanitary Sewer Main Lining 24-06 <br />1 <br />2 Background <br />3 On April 8, 2024, the City Council awarded the 2024 Sanitary Sewer Lining to Hydro-Klean, <br />4 LLC. Work completed under the contract totaled $940,851.61. The work was successfully <br />5 completed, and the project is ready to be closed out. <br />6 <br />7 The project is part of the City’s sewer lining program, begun in 2006 to rehabilitate the <br />8 sewer mains and extend the life of our sanitary sewers by 50 years or more. Lining <br />9 technology essentially installs a new resin pipe inside the original clay tile sewer main <br />10 without digging up city streets, which results in minimal disruption to residents during <br />11 construction. The liner pipe is inserted into the main through existing manholes and cured- <br />12 in-place with a heat process. Each segment is typically completed in one working day. <br />13 Service line connections are reopened using a robotic cutter and remote cameras. During <br />14 the process, existing flows are bypassed using pumps. This technology also prevents <br />15 infiltration of groundwater into the main system and can be credited toward a Metropolitan <br />16 Council Environmental Services inflow/infiltration surcharge. <br />17 <br />18 City policy requires that the following items be completed to finalize a construction contract: <br />19 A resolution by the City Council accepting the contract and beginning the one-year <br />20 warranty as of January 17, 2025, when the work was substantially complete <br />21(Attachment 1). <br />22 Certification from the City Engineer verifying that all of the work has been completed <br />23 in accordance with plans and specifications (Attachment 2). <br />24 <br />25 <br />26 Policy Objectives <br />27 It is City policy to keep utility infrastructure in good operating condition, utilizing current <br />28 construction technologies that keep service disruption during construction to a minimum. <br />29 <br />30 Equity Impact Summary <br />31 There are no equity impacts associated with this Council item. <br />Page 1 of 2 <br />Qbhf!337!pg!354 <br /> <br />
