September 4, 2025 <br />«OwnerName1» <br />«OwnerName2» <br />«OwnerAddress1» <br />«OwnerCityStateZIP» <br />RE: Ramsey County Pavement Project <br />County Road D from Highcrest Road to Cleveland Avenue <br />Noise Variance Hearing <br />Dear Property Owner/Resident: <br />The contractor for Ramsey County’s pavement project on County Road D, Bituminous <br />Roadways, has informed the City of Roseville that it would like permission to perform work <br />outside of permitted construction hours. By City Ordinance, no work can be done on weekdays <br />between 9:00 p.m. to 7:00 a.m., or weekends between 9:00 p.m. to 9:00 a.m., without a variance <br />approved by the City Council. <br />Bituminous Roadwaysrequesteda variance to the working hours to perform overnight work and <br />early start times for 5-10 nights between September 15 and 24, 2025, depending on the weather. <br />Work could be done at any time during the night. It is requesting the variance to help minimize <br />impacts to the public and to make it safer for work to be done in this high traffic area. Work and <br />noise levels would include bituminous milling operations, paving and truck hauling. <br />A hearing about this variance will take place during the Roseville City Council meeting on <br />September 15, 2025 at 6:00 p.m. City staff will present the variance request to the City Council <br />and answer any questions the Council or residents may have. Public Notice was published in the <br />Pioneer Press on September 5, 2025, and is included on the backside of this letter. <br />All property owners within 350 feet of the project area are receiving this hearing notice.
