RCA Attachment 4 <br />I NTEROFFICE M EMORANDUM <br /> <br />Date: September 17, 2025 <br />To: Bryan Lloyd, Senior Planner <br /> <br />From: Jennifer Lowry, Roseville City Engineer <br />RE: Cleveland Club Third Addition Preliminary Plat <br />The Public Works Department reviewed the proposed plans for the project noted above and offer <br />the following comments with regard to the prƚƆĻĭƷ͸ƭ źƒƦğĭƷ ƚƓ /źƷǤ ƭĻƩǝźĭĻƭ ğƓķΉƚƩ <br />infrastructure: <br />1.Site Plan <br />p Due to the minimal amount of lots created (a simple lot split), the development <br />did not meet the threshold per City policy to conduct a traffic study. Circulation <br />and parking review will be provided later in the process. <br />p Connection to city streets would be via existing access points that were previously <br />reviewed and a part of the Agreement for Reciprocal Easement and Restrictive <br />Covenant (Ramsey Cty Doc # A04552813). <br />p Safe and direct pedestrian connections from Cleveland Avenue and Twin Lakes <br />Parkway should be provided. <br />p If setbacks, easements, or lot sizes change, the changes will need additional <br />review. <br />2.Utilities <br />p Water <br />Watermain is available for connections. <br />Final construction plans will be approved by the City prior to issuing <br />permits. <br />MDH Water Permit may be required. <br />p Sanitary <br />Sanitary sewer main is available for connections. <br />If the new buildings have commercial kitchens, be aware that the City has <br />a FOG ordinance that requires a 1000 gallon grease interceptor. <br />Final construction plans will be approved by the City prior to issuing <br />permits. <br />p Storm Sewer <br />The development has to meet city stormwater standards.
