REQUEST FOR COUNCIL ACTION <br />Date: 9/22/2025 <br />Item No.: 9.c. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider a request to perform an abatement for unresolved violations of City <br />Code at 1765 Chatsworth Street <br />1 <br />2 Background <br />3 The subject property is an occupied, single-family home. Current violations related to the abatement <br />4 request include: <br />5 Outside storage of inoperable vehicles (boat/trailer and passenger vehicle), furniture, household <br />6 appliances, and misc. Junk (407.02.G, 407.03.I 407.04.A,D) <br />7 <br />8 Staff received a complaint regarding vehicles, boats, household items and other items stored outside <br />9 this residence on July 24, 2025. Staff visited the property and confirmed the violation. A door hanger <br />10 was left on site detailing the violations and a timeline for correction. Staff conducted an additional <br />11 inspection on August 4. Staff found no corrections or progress, and in addition, an unsecured refrigerator <br />12 was in the driveway. Staff secured the doors to the appliance to prevent any entry to the interior <br />13(502.03). A letter was drafted and sent to the property. A subsequent inspection was performed on <br />14 August 18, 2025, again, showing no progress toward code compliance. Community Development staff, <br />15 assisted by RV PD (CN#RV25029172), delivered a City Council hearing notification on September 12, <br />16 2025. Staff received a phone call from the resident after the posting was placed. The resident expressed <br />17 her extreme unhappiness with city staff's actions, but offered no intent to resolve the code violations. <br />18 She stated that she planned to be in attendance at the public hearing. Staff previously addressed the <br />19 same/similar violations at this property in 2023 as part of the Neighborhood Enhancement Program. In <br />20 2023, the vehicle was in violation for not displaying current registration. The same vehicle now has a flat <br />21 tire and continues not to display current registration. A timeline of staff's actions is included with this <br />22 report in Attachment 2, cited City Code sections are provided as Attachment 3, and staff <br />23 correspondence and photos are included in Attachment 4. <br />24 <br />25 As of the writing of this Request for Council Action, no progress related to any noted violation or code <br />26 compliance has been observed on this property.
