<br />REQUEST FOR COUNCIL ACTION <br />Date: 9/22/2025 <br />Item No.: 9.d. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Agreement With Stantec Environmental Consulting to <br />Complete Natural Resources Work <br />1 <br />2 Background <br />3 The City of Roseville has a long history of commitment to the stewardship of its natural <br />4 resources within parks. The City’s first Natural Resources Management Plan was <br />5 developed in 2002, followed by significant investment through the Natural Resources <br />6 Renewal Program (NRR). Launched in 2014 as part of the Parks Renewal Program, the <br />7 NRR supported ecological restoration across the park system and engaged hundreds of <br />8 volunteers in improving the natural resources in their parks. Between 2014 and 2023, more <br />9 than 200 natural resources projects were completed. These projects were supported by <br />10$1.5 million from the Park Renewal Program and more than $600,000 in grant funds. These <br />11 efforts reduced invasive species, increased native plantings, and created a robust volunteer <br />12 stewardship network. <br />13 By 2023, the initial NRR project list was largely complete, prompting discussion by staff, the <br />14 Parks and Recreation Commission, and the City Council about the next phase of natural <br />15 resources work. In December 2023, the City engaged Stantec Environmental Consulting to <br />16 update the Natural Resources Master Plan and complete an assessment of the City's <br />17 natural spaces. The assessment found: <br />18 Most Roseville natural areas show clear positive impacts from past and ongoing <br />19 management efforts <br />20 Of the 276 acres of inventoried park natural areas, about 50% (138 acres) showed <br />21 healthy native ground cover (75% or greater), while 11% (33 acres) were dominated <br />22 by invasive species (less than 25% native coverage). <br />23 More than 36 native species planted through the Natural Resources Renewal <br />24 Program remain prevalent, demonstrating lasting program impacts, <br />25 Invasive species have been significantly reduced since 2014, but herbaceous <br />26 invasives and resprouting woody species remain a persistent threat to habitat <br />27 quality. <br />28 Ecological conditions vary; some oak woodlands and prairies are recovering well, <br />29 while others face erosion, trampling, or low diversity. <br />Page 1 of 4 <br />Qbhf!51!pg!558 <br /> <br />
