<br />23 fiscal year. Once the preliminary levy is adopted, it can be lowered, but not increased. The final EDA <br />24 levy is scheduled to be adopted on December 8, 2025. <br />25 <br />26 2026 Recommended Tax Levy & Budget <br />27 The City Manager has prepared a memo (Attachment 1) that reviews the scenarios, including two new <br />28 scenarios based on City Council direction on September 15, and provides detailed information on the <br />29 impact on the median-valued homeowner in Roseville. Various resolutions are included as Attachments <br />30 2 & 3 that incorporate the different budget and levy amounts that are part of each scenario. <br />31 <br />32 On September 22, 2025, the City Manager presented an adjustment to the EDA levy of $100,000 <br />33 reduction, for a preliminary EDA levy now at $264,826, which has been incorporated into the 2026 <br />34 Preliminary Base Budget, which is attachment 4. <br />35 <br />36 The City Council received the 2026 City Manager’s Tax Levy and Budget on August 25, 2025, along with <br />37 various scenarios. Attachment 5 includes detailed information on the base budget and Attachment 6 <br />38 contains the City Manager’s Budget Message and PowerPoint from that meeting. <br />39 <br />40 The 2026 Base City and EDA Tax Levy is $33,035,726, an increase of $2,318,267 or 7.55%. There are <br />41 6 alternative scenarios which revolve around adding public safety positions, with and without grant <br />42 funds, implementing franchise fees and reallocating or reducing capital tax levy amounts. <br />43 <br />44 The various City Levy scenarios are as follows: <br />45 Base City Levy $32,770,900 <br />46 Scenario 1 City Levy $32,783,929 <br />47 Scenario 2 City Levy $34,482,015 <br />48 Scenario 3 City Levy $32,797,929 <br />49 Scenario 4 City Levy $33,496,015 <br />50 Scenario 5 City Levy $32,152,929 <br />51 Scenario 6 City Levy $32,851,015 <br />52 <br />53 The impact on residents will vary depending on the property’s value and change in value relative to other <br />54 properties in the city. According to Ramsey County, the median value of a Roseville single-family home <br />55 rose 5.05% from 2025 ($360,500) to 2026 ($378,600). <br />56 <br />57 At the September 22, 2025, City Council meeting, the Finance Commission presented their <br />58 recommendation of a preliminary levy increase not to exceed ten percent. <br />59 <br />60 Policy Objectives <br />61 Adopting a preliminary tax levy is required under Minnesota State Statutes. <br />62 <br />63 Equity Impact Summary <br />64 A continued priority remains centered around equity and inclusion.
