REQUEST FOR COUNCIL ACTION <br />Date: 10/13/2025 <br />Item No.: 7.c. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Approving Streetlight Policy Update <br />1 <br />2 Background <br />3 On July 14, 2025, the City Council reviewed an updated streetlight policy and directed <br />4 Public Works staff to conduct an evaluation of existing lighting conditions along South <br />5 Highway 36 Service Drive based on a resident concern. Staff completed a streetlight <br />6 illuminance study on September 29, 2025, to determine whether the roadway meets <br />7 recognized lighting standards. A technical memorandum documenting the methodology, <br />8 standards, and findings is included as Attachment 1. <br />9 <br />10 The updated Streetlight Policy (Attachment 2) reflects the intersection lighting standards <br />11 documented in the technical memorandum. <br />12 <br />13 Policy Objectives <br />14 It is City policy to keep City-owned infrastructure in good operating condition and to keep <br />15 systems operating in a safe condition. <br />16 <br />17 Equity Impact Summary <br />18 There should be no equity impacts associated with the acceptance of this memorandum. <br />19 <br />20 Budget Implications <br />21 Streetlight installations being evaluated were budgeted for in the 2025 CIP. <br />22 <br />23 Staff Recommendations <br />24 Staff recommends the City Council accept the attached memorandum documenting the <br />25 streetlight illuminance study for Fulham Street and South Highway 36 Service Drive. <br />26 <br />27 Requested Council Action <br />28 Motion to approve updating the Streetlight Policy to add the streetlight illuminance target. <br />29 <br />30 Motion to accept the memorandum documenting the streetlight illuminance study for <br />31 Fulham Street and South Highway 36 Service Drive. <br />32 <br />33 <br />Page 1 of 2 <br />Qbhf!276!pg!:15 <br /> <br />
