<br />REQUEST FOR COUNCIL ACTION <br />Date: 10/13/2025 <br />Item No.: 7.d. <br />Department ApprovalCity Manager Approval <br />Item Description:Select Construction Manager at Risk for Civic Campus Project <br />1 <br />2 Background <br />3 At the July 7, 2025 City Council meeting, the Council approved moving the Civic Campus <br />4 project forward using Concept C from the Civic Campus Master Plan Update that was <br />5 presented on June 16, 2025. At the June 21, 2025 City Council meeting, the Council <br />6 approved the Request for Qualifications (RFQ) for Construction Manager at Risk (CmaR) <br />7 Services (Attachment 1) and Request for Proposal (RFP) (Attachment 2) related to the <br />8 Civic Campus Master Plan. <br />9 <br />10 Staff posted the RFQ on the City website and also directly reached out to firms. Eight (8) <br />11 firms submitted proposals to the City. <br />12 <br />13 The CmaR process is a three-part process. The first part of the process was the RFQ, in <br />14 which the City received 8 submittals. In the qualification’s submittals, the firms submitted <br />15 information on the firm’s experiences with similar scope of projects such as public works <br />16 facilities and license center or dance studios. They also submitted information on staff <br />17 experience, key personnel and ability to do CmaR work, as well as safety records. Each <br />18 submitting firm also filled out a fees sheet breaking out the cost of the project between the <br />19 Maintenance Operations Center (MOC) and the License Passport Center and Dance <br />20 Studio (LPCDS). <br />21 <br />22 City staff scoring the CmaR process consisted of the City Manager, Public Works Director, <br />23 Parks and Recreation Director, City Engineer, Parks Superintendent and the Building <br />24 Official.
