<br />110 adequate base or drainage, so vehicles using the site in the fall or spring can have <br />111 issues getting stuck when the site is wet. <br />112 Access – The site is not properly designed for public vehicle queueing, access, nor <br />113 circulation. This creates many dangerous vehicle maneuvers on or next to Dale Street, <br />114 which is a county road. For example, when the site is busy, vehicles must queue on the <br />115 shoulder of Dale Street. Additionally, when residents are loading wood chips or compost <br />116 when the gates are closed, many residents back in from Dale Street. <br />117 Illegal dumping – Since the site is not staffed and there are no cameras installed, a lot of <br />118 illegal dumping occurs. This includes large items like couches and televisions as well as <br />119 garbage bags. Although the site is clearly signed as a Leaf Site, many residents treat <br />120 this like a county facility and drop off grass clippings and wood debris. <br />121 Illegal dumping could be addressed with additional security cameras and/or by providing <br />122 on-site staff, similar to Ramsey County, but this would increase the cost of maintenance <br />123 at the site. <br />124 Non-Roseville residents – The site is only supposed to be for Roseville residents but, <br />125 since it is not staffed, we know many users are not Roseville residents. Staff receive <br />126 numerous calls and inquiries from non-Roseville residents about the use of the site. This <br />127 particularly happens on Tuesdays and Thursdays when the Ramsey County sites are <br />128 closed. <br />129 This could be addressed by providing on-site staff, similar to Ramsey County, but this <br />130 would increase the cost of maintenance at the site and reduce the amount of hours <br />131 available to residents to use. <br />132 Contractor use and large mechanical dumping trailers – Ramsey County yard waste <br />133 sites prohibit commercial dumping. Additionally, since 2023, they have prohibited <br />134 mechanical or hydraulic dumping trailers. Since the Roseville site is un-staffed, <br />135 commercial users and large dump trailers use the Roseville site causing it to fill up faster <br />136 and creating additional problems related to queueing and access to the site. <br />137 This could be addressed by providing on-site staff, similar to Ramsey County, but this <br />138 would increase the cost of maintenance at the site and reduce hours at the site. <br />139 Complaints of odor and noise – Although the site has been at the same location for over <br />140 40 years, complaints of odor and noise has increased yearly as new residents have <br />141 moved in, particularly the senior facility at the corner of Dale Street and County Road C. <br />142 City staff typically only performs operations during business hours from 7:00 a.m. – 3:30 <br />143 p.m. on weekdays. There is a fair amount of noise generated from equipment during <br />144 compost turning or stacking, especially with back up alarms. When the gates are open in <br />145 the spring and fall, City staff do perform work on the weekends to push up the piles to <br />146 make additional room. <br />147 If the site is closed, odor would be greatly reduced due to the elimination of compost. <br />148 Overall noise at the site will be less as there will be less operations happening at the site <br />149 daily.
