To provide and utilize a status <br />monitoring system. <br /> <br />28. To initially activate the upstream <br />capacity of the subscriber network, <br />to ensure that the cable system <br />will have the capability for all <br />two-way activities as soon as <br />the subscribers use the system, <br />and to make the upstream capability <br />available for lease by third parties. <br /> <br />29. To connect every institution listed <br />on pp. rl9 - 19£ to the institutional <br />network and to provide one free <br />institutional network drop to <br />each institution; to provide all <br />public buildings except schools <br />and libraries with one free drop <br />to the subscriber network and <br />basic service at no monthly service <br />charge. All schools and libraries <br />will receive one free drop for <br />the subscriber network and basic <br />service at no mönthly charge. <br /> <br />30. To provide a character generator <br />to each public school, private <br />school, higher educational facility <br />and library; to provide each public <br />school, private school, library <br />and higher educational facility <br />with a modulator; to provide each <br />City Hall with a character generator <br />and modulator. <br /> <br />-5- <br />
