(dba Cable TV North Central) <br />to the North Suburban Cable Commission, and <br />authorizing the North Suburban Cable Commission to <br />undertake tasks required for the implementation of <br />the above referenced resolution. <br /> <br />The concept of transferring community television programming responsi- <br />bilities from the Cable Company to another organization under the <br />control of the North Suburban Cable Commission has been a topic of <br />discussion for approximately three years. Roseville Council Resolution <br />No. 8365, approved by unanimous vote on September 28, 1988, supported <br />the North Suburban Cable Commission to act on behalf of the city <br />(cities) to negotiate the transfer with the Cable Company and the <br />creation of a separate organization to administer the community <br />programming activities. <br /> <br />As a result of all ten members of the North Suburban Cable Commission <br />authorizing similar resolutions, negotiations have proceeded between <br />the Commission and the Cable Company. The attached resolution was <br />recently finalized and unanimously adopted by the North Suburban Cable <br />Commission at their regularly scheduled meeting on Thursday, June 7. <br /> <br />At the Roseville City Council work session in May, we heard a presen- <br />tation from Tom Creighton, Legal Counsel; Bill Bauer, Chairman; and <br />Bill Bruce, Interim Administrator of the North Suburban Cable Commis- <br />sion, on the merits and items included in the proposed transfer. <br />Questions and concerns raised at that meeting have been addressed at a <br />meeting among all City Managers and representatives of the North <br />Suburban Cable Commission. <br /> <br />The first step in authorizing the transfer of community television <br />programming, from the Cable Company, is the execution of the attached <br />resolution. Adoption of the attached resolution by all ten member <br />cities of the North Suburban Cable Commission would divest the Group W <br />Cable Company of responsibilities for providing community cable tele- <br />vision programming, with those responsibilities and funding to accomplish <br />those tasks transferred to the Cable Commission. <br /> <br />COUNCIL ACTION REQUESTED: <br /> <br />Motion to approve/deny resolution transferring community television <br />programming responsibilities from Group W Cable to the North Suburban <br />Cable Commission, and authorizing the North Suburban Cable Commission <br />to undertake tasks required for the implementation of the above <br />referenced resolution. <br />
