Attachment 4 1 City of Roseville 2 ORDINANCE NO. 3 4 AN ORDINANCE IMPLEMENTING AGASSERVICE FRANCHISE FEE 5 ON NORTHERN STATES POWER COMPANY, A MINNESOTA 6 CORPORATION, ITS SUCCESSORS AND ASSIGNS, FOR PROVIDING 7 ELECTRIC SERVICE WITHIN THE CITY OF ROSEVILLE 8 9 10 THE CITY OF ROSEVILLE ORDAINS: 11 12 Section 1. Purpose. The Roseville City Council has determined that it is in the 13 best interest of the City to impose a franchise fee on those public utility companies 14 that provide gas services within the City of Roseville. Pursuant to City Ordinance 15 No. ____, a Franchise Agreement between the City of Roseville and Northern 16 States Power Company, a Minnesota corporation, its successors and assigns, 17 (“Company”) the City has the right to impose a franchise fee on the Company. 18 19 Section 2. Terms. A franchise fee is hereby imposed on the Company under its 20 gas franchise in accordance with the amount and fee design set forth in the fee 21 schedule attached as Exhibit A to this Ordinance commencing with the 22 Company’s January 2026 billing month. 23 This fee is an account-based fee on each premise and not a meter-based fee. In 24 the event that an entity covered by this ordinance has more than one meter at a 25 single premise, but only one account, only one fee shall be assessed to that 26 account. If a premise has two or more meters being billed at different rates, the 27 Company may have an account for each rate classification, which will result in 28 more than one franchise fee assessment for gasservice to that premise. If the 29 Company combines the rate classifications into a single account, the franchise 30 fee assessed to the account will be the largest franchise fee applicable to a 31 single rate classification for energy delivered to that premise. In the event any 32 entities covered by this ordinance have more than one premise, each premise 33 (address) shall be subject to the appropriate fee. In the event a question arises 34 as to the proper fee amount for any premise, the Company’s manner of billing 35 for energy used at all similar premises in the city will control. 36 Section 3. Payment and Fee Modification. The franchise fee shall be payable 37 to the City in accordance with the terms set forth in Section 8 of the Franchise. 38 Section 4. Surcharge. The City recognizes that the Minnesota Public Utilities 39 Commission may allow the Company to add a surcharge to customer rates of Qbhf!235!pg!74:
