<br />REQUEST FOR COUNCIL ACTION <br />Date: 11/10/2025 <br />Item No.: 7.h. <br />Department ApprovalCity Manager Approval <br />Item Description:Review the proposed 2026 Fee and Administrative Penalty Schedules <br />1 <br />2 Background <br />3 Each year the City Council is asked to adopt a Fee Schedule which establishes the fees and charges for <br />4 service for the City’s regulatory functions. The presence of a fee schedule allows regulatory-type fees to <br />5 be easily identified in one document, as opposed to being scattered throughout City Code. In addition, a <br />6 fee schedule adopted on an annual basis provides the Council the opportunity to review fees for <br />7 services in a comprehensive manner. <br />8 <br />9 Staff has reviewed the direct and indirect costs of these regulatory functions to determine whether fee <br />10 adjustments are necessary or if new fees should be established. All the proposed changes are <br />11 highlighted on the attached Fee Schedule (Attachment 1), and reflect the need to recover increased <br />12 regulatory costs, staff time related to special requests, or development-related impacts on city services. <br />13 This fee schedule includes several sections: General Business Licenses and Permits, Permit and <br />14 Plan/Project review fees, Community Development Miscellaneous fees, and Electrical Permit fees. <br />15 There is also a section that lists all the penalties that are defined throughout city code. <br />16 <br />17 Attachment 1 shows the 2025 amounts and the proposed 2026 amounts. At this time council is being <br />18 asked to review the document. Staff will bring back an ordinance at the December 1 meeting to formally <br />19 adopt the schedules. <br />20 <br />21 Below is a summary of changes: <br />22 <br />23 Administrative Penalties <br />24 General Violation, Administrative fines and other fees have been increased by 3% to cover the <br />25 cost of staff time. <br />26 Overdue taxes owed has increased from 8% interest charged to 10% of unpaid amount + <br />27 interest. <br />28 Unpaid user fees for False alarms now include a 10% late fee as part of the assessment. In <br />29 addition, the 4th and 5th False alarm penalties have increased to cover the costs. <br />30 Fire code violation penalties have increased from $400 to $500 <br />31 <br />32 General Business Licenses & Permit Fees <br />33 A General background fee was added for those sections of the code that require a background <br />34 check but are not specifically called out in the fee schedule. Other background fees have <br />35 increased 3% to cover staff time with the exception of Massage therapists and establishments. <br />36 Due to the increased work load related to these background checks, the background fee has <br />37 been increased to reflect the increase in staff time needed to review and process the <br />38 background checks.
