Baseline Assessment and Strategic Goal Recommendations <br />Clean Energy and Buildings <br />Strategic Goal Recommendations— Citywide <br />Based on the reviews outlined in this section, we <br />recommend the City of Roseville explore establishing the <br />following citywide Clean Energy and Buildings Strategic <br />Goals: <br />CEB 1: Improve total Citywide building energy efficiency 5% <br />for electricity and 10% for natural gas by 2035. <br />CEB 2: Increase customer owned or purchased renewable <br />electricity to 20% of citywide building electric use by 2035 <br />(10% on -site and 10% green source purchase - existing is 5% <br />on -site and 6% green source purchase). <br />CEB 3: Achieve "fuel switching" of 15% of existing buildings <br />using on -site fossil fuel combustion to electrification or <br />renewable fuels by 2035. (20% of existing households use <br />electric heat accordingto census and natural gas utility <br />data. Goal would result in 35% of households using electric <br />heat). <br />CEB 4: Reduce share of population living in high energy <br />poverty from 40% to 30% by 2035. <br />Strategic Goal Recommendations - Municipal Operations <br />Based on the reviews outlined in this section, we recommend the City <br />of Roseville explore establishing the following Clean Energy and <br />Buildings Strategic Goals: <br />CEB 5: Improve total government building energy efficiency by 10% by <br />2035 (electricity and natural gas, including water and wastewater <br />infrastructure). <br />CEB 6: Achieve 15% government building thermal "fuel switching" from <br />on -site fossil fuel combustion to electrification by 2035. <br />CEB 7: Meet 100% of municipal operations energy needs through <br />renewable sources and 25% of electricity needs from on -site renewable <br />generation by 2040. <br />Projected Sector Emission Reductions Achieved by Draft Strategies <br />41.5% Reductions Achieved +RAU Reductions <br />3.7%■Natural Gas Energy Efficiency <br />3.9%0 Fuel Switching <br />0.4%0 Electricity Energy Efficiency <br />4.0%0 Increased Renewable Energy <br />46.5%0 Remaining Emissions <br />BAU ='Business -as -Usual' Reductions are anticipated <br />reductions resulting from existing requirements or <br />commitments, which are outside the scope of this plan. <br />
