Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: November 25, 2025 ITEM: 4.c. <br />ITEM DESCRIPTION: Pathway Master Plan Discussion <br />Background <br />The City of Roseville last updated the Pathway Master Plan in 2021. That update was relatively minor in the <br />sense that the only part of the plan that was reviewed was the segments. Pathway segments that had been <br />completed were removed and six new segments were added and ranked on the preference list. <br />The last major upgrade to the plan was in 2018 in conjunction with the Transportation Plan which was a <br />requirement of the Comprehensive Plan. During that update, the entire plan was looked at including goals, <br />objectives, changing from a priority list to a preference list, and adding/removing pathway segments. <br />Once again, since the 2021 plan was adopted, there have been many changes to the system. New <br />pathways have been added and there have been additional requests for additional pathway segments to be <br />added to the Pathway Master Plan. Similar to the last update, staff would use the Public Works Environment <br />and Transportation Commission as a working group to update the plan. In addition to looking to add/remove <br />segments, staff would also like to look at the plan to make it clearer and more concise and easier to <br />understand for the public. There have been additional corridor studies completed since the 2018 plan update <br />including the TH 36 study, Victoria Pathway Study, County Road B/Snelling Study, etc. and many changes <br />in land use, including new parks and new housing. We would also like to tie in the draft Bike Plan. The goal <br />is to bring the final draft of the Bike Plan to the commission in September for final recommendation. Staff <br />would also like to review if the current preference list is using the correct criteria to rank the segments. <br />Staff would use this PWETC meeting to review the current plan and highlight areas of the plan that will be <br />looked at. Staff would like feedback on the process and what information the commission will need. The <br />overall update will likely be done over a series of meetings. Similar to the 2021 update, we would hold public <br />hearings for segments that are being considered to be added. Residents near and adjacent to the segments <br />would be invited to the meeting. <br />Below is a draft task list of items to be updated or incorporated into the new plan. Additionally, they are in a <br />proposed order for the commission to address. We can use the meeting to further refine which items the <br />commission would like to review and discuss. <br />• Existing Plan Review <br />• Should any segments be added to the pathway master plan? <br />o Should any Parks & Recreation Constellation Plan segments be pathway master plan <br />segments? <br />• Bike plan incorporation <br />• Preference List Ranking <br />• Modify the Criteria <br />• Provide recommendations to the 5-year CIP <br />Recommendation <br />Review existing segments and provide feedback and recommendations. <br />Page 13 of 35 <br />
