Attachment 4 <br />City of Roseville <br />SUMMARY PUBLICATION <br />Ordinance No. ____ <br /> <br />The following is the official summary of Ordinance No. _____entitled “GRANTING TO <br />NORTHERN STATES POWER COMPANY, A MINNESOTA CORPORATION, ITS <br />SUCCESSORS AND ASSIGNS, A NONEXCLUSIVE FRANCHISE TO CONSTRUCT, <br />OPERATE, REPAIR AND MAINTAIN FACILITIES AND EQUIPMENT FOR THE <br />TRANSPORTATION, DISTRIBUTION, MANUFACTURE AND SALE OF GAS ENERGY <br />FOR PUBLIC AND PRIVATE USE AND TO USE THE PUBLIC GROUND OF THE CITY OF <br />ROSEVILLE, MINNESOTA, FOR SUCH PURPOSE; AND, PRESCRIBING CERTAIN <br />TERMS AND CONDITIONS THEREOF.” <br /> <br />On _______, 2025, the City Council of the City of Roseville adopted Ordinance <br />No. ___ . As the above title suggests, the ordinance grants to Northern States Power <br />Company, d/b/a Xcel Energy, a franchise to construct, operate, repair and maintain <br />facilities and equipment for the transmission and distribution of gas energy for <br />public and private use and to use the public ways and grounds in the city for such <br />purposes. The ordinance also prescribes certain terms and conditions associated <br />with such activities. This public notice is intended only to summarize the ordinance. <br /> <br /> <br />BE IT FURTHER RESOLVED by the Roseville City Council that the City Clerk keep a copy of <br />the ordinance at City Hall, 2660 Civic Center Drive, Roseville, MN for public inspection during <br />regular office hours. A copy of the ordinance and summary shall also be posted on the City’s <br />website.
