REQUEST FOR COUNCIL ACTION <br />Date: 11/24/2025 <br />Item No.: 10.d. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve the renewal of a short term rental license for 1820 Chatsworth St N <br />1 <br />2 Background <br />3 Chapter 313 of City Code requires the licensing of non-owner occupied short term rentals of dwelling units, <br />4 subject to certain exemptions. On October 29, 2025, an application for a short term rental license was <br />5 submitted by the property owner (Attachment 1). The property is a three-bedroom, single family home. <br />6 The property owner has certified and attested to the requirement of lodging tax payment, as well as, the <br />7 maximum occupancy of four or less unrelated adults or one family. There have been no nuisance or <br />8 property maintenance violations confirmed during the past licensing period. Short term rental licenses <br />9 include the requirement of minimum stays based on on-season (10 days) and off-season (7 days) times <br />10 of the year. If approved, this property would be one of eleven licensed short term rentals within the City. <br />11 Upon issuance, the license will be valid for 365 days. A current copy of the license must be posted in the <br />12 rental unit, along with current copies of City Code Sections 404, 405 and 602. Within ten days of Council <br />13 approval, all residential properties of one to four units within 300 feet must be provided a copy of the City <br />14 issued license. A draft of the license is provided as Attachment 2. <br />15 The applicant has supplied all required license information and paid the license fee of $540. In accordance <br />16 with Section 313.03, the process for licensure is outlined in Chapter 313, which requires presentation to <br />17 the City Council. Based upon the requirements outlined in ordinance, the property owner is entitled to the <br />18 license. <br />19 <br />20 <br />21 Policy Objectives <br />22 The purpose of short-term rental licensing is to ensure that non-owner-occupied short-term rentals of <br />23 dwelling units is conducted, operated, and maintained so as not to become a nuisance to the <br />24 surrounding neighborhood or an influence that fosters blight and deterioration or creates a disincentive <br />25 to reinvest in the community.
