The home design approved with the PUD is of a one-story design and the <br />13 applicant is proposing a two-story design that is better suited to the modern housing market. As a <br />14 consequence of the proposed homes having a second story, the footprint of each home on its respective <br />15 lot is also slightly smaller than what is represented in the plans approved in 2005. The site plan and <br />16 elevation drawings from the approved PUD and the site plan and elevation drawings of the proposed <br />17 homes are included as Attachment 3. <br />18 <br />19 Under the zoning code's provisions for PUDs, development of a PUD must conform to the approved <br />20 plans, with some very narrow exceptions allowing staff to approve minor deviations from the approved <br />21 PUD plans. Although the proposed change to the site plan could be approved by staff, the proposed <br />22 change from a one-story design to a two-story design is explicitly precluded from administrative approval <br />23 by the zoning code; such a change requires formal review and approval through this PUD Amendment <br />24 process. In order for the applicant to gain approval of the home design change, therefore, the Planning <br />25 Commission must hold public hearings and make recommendations for—and the City Council must <br />26 approve—both a concept plan and a final plan. <br />27 <br />Page 1 of 3 <br />Qbhf!292!pg!384 <br /> <br />
