<br />REQUEST FOR COUNCIL ACTION <br />Date: 11/24/2025 <br />Item No.: 10.f. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve the Sanitary Sewer System Interconnection Agreement for <br />Community Park between the City of Roseville and the City of Falcon <br />Heights <br />1 <br />2 Background <br />3 Falcon Heights’ Community Park required a sanitary sewer connection during its recent <br />4 park redevelopment project. Because the nearest Falcon Heights sewer main terminates at <br />5 Autumn Street on the east end of Roselawn Avenue, extending that main westward to <br />6 serve the park would have been cost-prohibitive. As a result, Falcon Heights requested to <br />7 connect to Roseville’s existing sanitary sewer main located just across Roselawn Avenue. <br />8 <br />9 Roseville and Falcon Heights have historically had an informal arrangement allowing <br />10 Falcon Heights to extend a lateral beneath Roselawn Avenue for this purpose. The <br />11 proposed Interconnection Agreement formalizes that arrangement by establishing a <br />12 sanitary sewer interconnection between the two cities and outlining the terms under which <br />13 Roseville will provide sewer service to the park. Interconnections between adjacent <br />14 municipal utilities are not unique within Roseville. The City currently both provides and <br />15 receives utility services for water and sanitary sewer from neighboring communities through <br />16 similar informal arrangements. Roseville has existing interconnections with Arden Hills, <br />17 Maplewood, and Shoreview, and some Roseville properties receive utility service from <br />18 adjacent cities such as Saint Paul, Shoreview, and Arden Hills. <br />19 <br />20 The park’s water service is supplied by Saint Paul Regional Water Services (SPRWS). <br />21 Accordingly, Roseville will use SPRWS water-usage data to calculate sewer charges and <br />22 will bill Falcon Heights directly based on Roseville’s current Fee and Penalty Schedule. <br />23 <br />24 If, in the future, Falcon Heights extends its own sanitary sewer main to the park property, <br />25 the park will be required to connect to that system within 180 days of its availability, at <br />26 which point this agreement will terminate. The agreement will also terminate if service to <br />27 the park is permanently abandoned, in which case Falcon Heights will be responsible for <br />28 removing the existing lateral beneath Roselawn Avenue. <br />29 <br />30 Policy Objectives <br />31 The City seeks to establish formal agreements with neighboring cities when shared utility <br />32 service or interconnects are requested and reasonable, promoting efficient <br />Page 1 of 2 <br />Qbhf!316!pg!384 <br /> <br />
