REQUEST FOR COUNCIL ACTION
Date: 11/24/2025
Item No.: 10.h.
Department ApprovalCity Manager Approval
Item Description:Approve Professional Services Agreement for 2026 Construction
Projects Geotechnical Exploration

Background
The 2026 Pavement Management Project (26-04) and 2026 Terminal & Walnut Project (26-
05) require geotechnical exploratory services in preparation for the design phase of the
project. A consulting services contract is needed to facilitate the geotechnical scope of work
for the project, which includes pavement and support aggregates/soil exploration, sample
testing, and reporting. Typically, a third party is hired by the City to perform the testing and
deliver reports. The Engineering Department prepared an RFP and solicited proposals from
Braun Intertec Corporation and American Engineering Testing (AET).

Both firms submitted proposals for the following amounts:

Braun - $24,800.00

AET - $31,290.00

The proposals were reviewed to compare the proposed work scope, sequencing, schedule,
and estimated costs. Each of the firms is capable of completing the required work and has
successfully completed similar work in the past for the City. Based on the review of the
proposals, and both proposals being similar, Engineering staff recommends that Braun be
selected for the work based on the lower bid cost.

The City Attorney has reviewed the agreement.

Policy Objectives
It is City policy to keep City-owned infrastructure in good operating condition and to keep
systems operating in a safe condition.

Equity Impact Summary
There should be no equity impacts associated with this agreement.

Budget Implications
The estimated cost of the proposals by Braun is $24,800.00 and will be funded using the
Page 1 of 2
Qbhf!335!pg!384
