REQUEST FOR COUNCIL ACTION <br />Date: 11/24/2025 <br />Item No.: 10.i. <br />Department ApprovalCity Manager Approval <br />Item Description:Approve Roseville Firefighters Relief Association Benefit Increase <br />1 <br />2 Background <br />3 On October 28, 2006, the City Council approved Resolution 10442 (Attachment 1). The <br />4 resolution included a clause that provided a simplified, long-term solution for the Roseville <br />5 Firefighter Relief Association with respect to granting benefit increases to the retirees of the <br />6 Roseville Fire Department covered by the Relief Association. <br />7 <br />8 This clause stated: "Beginning January 1, 2008 and each year thereafter, increases in the <br />9 monthly and lump sum benefits shall equate to the same cost of living adjustment provided <br />10 to Social Security recipients." <br />11 <br />12 Currently, the Relief Association Pensioner benefit is set at $45.75 per month, per year of <br />13 service or a lump sum payment of $4,575.00 per year of service for any Association <br />14 Member who completes 20 years or more of service to the city. <br />15 <br />16 Each year, the City Council approves a benefit raise that mirrors the Social Security Cost of <br />17 Living Adjustment (COLA). <br />18 <br />19 Effective January 1, 2022, the City and RFRA entered into an Aid Allocation Agreement <br />20 with the Relief Association, where it reinforced their commitment to approve raises in <br />21 accordance with Resolution 10442 in exchange for the City to retain the Fire State Aid 2% <br />22 money. This agreement is currently going through the process of being extended and will <br />23 expire December 31, 2028 once approved. <br />24 <br />25 This year, the Social Security Cost of Living Adjustment (which becomes effective January <br />26 1, 2026) has been set at 2.8%. Based upon calculations with respect to Resolution 10442 <br />27 and the 2025 Social Security COLA, the 2026 benefit level should be increased by $1.28 <br />28 per month, per year of service for any Member who completed 20 years or more of service <br />29 to the city and a lump sum payment of $128.00 per year for any Member who completes 10 <br />30 years or more of service to the city. <br />31 <br />32 This would result in the benefit being set at $47.03 per month, per year of service for any <br />33 Member who has completed 20 years or more of service to the city and a lump sum <br />34 payment of $4,703.00 per year for any Member who completes 10 years or more of service <br />35 to the city (Attachment 2). <br />36 <br />Page 1 of 2 <br />Qbhf!353!pg!384 <br /> <br />
