REQUEST FOR COUNCIL ACTION <br />Date: 11/24/2025 <br />Item No.: 7.c. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider Abatement of Private Hydrant at 1375 Commerce Street <br />1 <br />2 Background <br />3 In 2016, the City of Roseville approved an ordinance (Attachment 2) requiring all private <br />4 hydrants to be inspected annually. The goal of the ordinance is to make sure this part of the <br />5 water system, although it is private, is maintained in good working order to protect life and <br />6 safety. <br />7 <br />8 Since 2017, the City has been providing inspection service for most of the 425 private <br />9 hydrants in the city. Some property owners choose to perform their own inspections and <br />10 share the inspection reports with the City. Once the inspections are completed, property <br />11 owners are made aware of corrections that are needed. The City has sent letters to <br />12 property owners to fix or replace approximately 112 hydrants that were inoperable or <br />13 needed repairs. The majority of the property owners have made the repairs needed to get <br />14 the hydrants in good operational condition. To date, there are only five private hydrants that <br />15 are out of service and in need of repair. <br />16 <br />17 The property at 1375 Commerce Street has been notified on the following timeline <br />18 regarding the private hydrants at their property: <br />19 City performed inspection - July 11, 2024 <br />20 City sent hydrant repair letter - September 5, 2024 <br />21 City performed inspection - June 10, 2025 <br />22 City sent hydrant repair letter - September 9, 2025 <br />23 City sent abatement notice - November 13, 2025 <br />24 <br />25 <br />26 Policy Objectives <br />27 It is City policy to keep infrastructure in good operating condition and to keep systems <br />28 operating in a safe condition. <br />29 <br />30 Equity Impact Summary <br />31 The abatement should benefit the entire city by making sure an out-of-service hydrant <br />Page 1 of 2 <br />Qbhf!42!pg!384 <br /> <br />
