REQUEST FOR COUNCIL ACTION <br />Date: 11/24/2025 <br />Item No.: 7.h. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider a request to perform an abatement for unresolved violations of City <br />Code at 1719 Chatsworth Street <br />1 <br />2 Background <br />3 The subject property is an occupied, single-family home. Current violations related to the abatement <br />4 request include: <br />5 Outside storage of inoperable vehicle (expired registration, flat tire) and household appliance <br />6(405.02.7.b.3, 405.02.7.d.2, 405.03.9, 405.04.a, 405.04.d, 502.02.a) <br />7 <br />8 On September 22, 2025 staff received a complaint of numerous properties with inoperable, unlicensed <br />9 vehicles near Chatsworth and Larpenteur. Staff visited the neighborhood on October 13 and noted <br />10 violations at this property. A door hanger detailing the violations (unlicensed, inoperable vehicle and <br />11 unsecured freezer appliance) was hand-delivered to the occupant. Staff also secured the freezer to <br />12 prevent any accidental entry or entrapment inside the freezer. A follow-up inspection was conducted on <br />13 October 23, 2025, with the subject property remaining in a non-compliant state. A letter was sent to the <br />14 subject property, as well as, the property owner listed on the Ramsey County website. Staff conducted <br />15 additional inspections on October 28 and November 12 with no progress toward compliance being <br />16 observed. Notices of a Council hearing were mailed on October 28 and November 13 informing the <br />17 occupant and property owner that staff would be requesting abatement approval from the City Council. <br />18 Other than the initial discussion with the occupant upon door hanger delivery, no communication or <br />19 contact has been received from the occupant or property owner as of the writing of this request for <br />20 council action. Staff previously addressed the same/similar violations at this property in 2023 and 2024. <br />21 In 2023, the vehicle was in violation for not displaying current registration. The same vehicle now has a <br />22 flat tire and continues not to display current registration. A timeline of staff's actions is included with this <br />23 report in Attachment 2, cited City Code sections are provided as Attachment 3, and staff <br />24 correspondence and photos are included in Attachment 4. <br />25 <br />26 As of the writing of this Request for Council Action, no progress related to any noted violation or code <br />27 compliance has been observed on this property.
