REQUEST FOR COUNCIL ACTION <br />Date: 12/8/2025 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Continue Public Hearing to Consider Approval of 2026 EDA and City Budget <br />and Tax Levy and Ordinances to Create Electric and Gas Utility Franchise Fees <br />1 <br />2 Background <br />3 At the March 3, 2025, City Council meeting, the Council established a general timeline for the 2026 <br />4 budget process including the following key dates: <br />5 <br />6 <br />7 <br />8 The City Council has now been asked to hold the final budget hearing and approve the 2026 EDA and <br />9 City Budget and Tax Levy. The purpose of the hearing is to provide residents with an opportunity to <br />10 provide input on city programs and the Budget and to gauge their willingness to pay additional property <br />11 taxes and fees to maintain programs at current service levels. The City Council can then use this input to <br />12 help guide the setting of a final tax levy and budget. <br />13 <br />14 2026 City Manager Recommended Budget with Different Scenarios <br />15 The proposed budget (City and EDA) under consideration for final approval on December 8 is <br />16$82,818,474, which is an increase of $9,964,114 or 13.26%. On August 25, the City Manager presented <br />17 a base budget along with several different funding and spending scenarios for the City Council to <br />18 consider. On the expenditure side, the scenarios included additional spending to allow for the hiring of <br />19 22 public safety employees (15 firefighters and 7 Police Department employees). On the revenue side, <br />20 the scenarios looked at receiving SAFER and COPS grants to offset the costs of the new public safety <br />21 employees. The scenarios also looked at receiving new non-property tax revenue through the use of <br />22 electric and gas utility fees to be applied towards capital funds and freeing up existing tax levy that would <br />23 be applied to offset the tax levy increase. <br />24 <br />Page 1 of 10 <br />Qbhf!5!pg!472 <br /> <br />
