<br />38 Without limitation, amend state law to provide for the opportunity for city officials, City Council <br />39 members, and City Commission members to participate virtually at city meetings from a remote <br />40 location without having to open the remote location to the public as long as at least one publicly <br />41 accessible location is offered APPROVED <br />42 Continued funding for mental health services and resources for public safety NOT APPROVED <br />43(No bill considered by the Legislature) <br />44 <br />45 As is noted above, many of the City's priorities were never officially considered by the full Legislature or <br />46 voted on in 2025. <br />47 <br />48 Staff suggests the City Council remove any items marked APPROVED from the Legislative Priorities. If <br />49 it is felt that there needs to be continued work on the priority, the City Council should reword the priority <br />50 to specifically describe the issue that should be addressed. <br />51 <br />52 For the past couple of years, the City Council discussed concerns about legislation addressing missing <br />53 middle housing, multifamily housing in commercial zones, and city minimum residential density and <br />54 associated requirements. As a result of that discussion, the City Council approved sending a letter to <br />55 Roseville's area legislators which raised concerns about the proposed legislation. (Attachment 2). At <br />56 this point, it is unclear if the same or similar legislation will be proposed in the upcoming <br />57 session. However, given the level of support these issues had last session, it is most likely that <br />58 legislation addressing missing middle housing will be introduced. The City Council should discuss <br />59 whether the previous concerns regarding missing middle housing should be added to the City's <br />60 Legislative Priorities. <br />61 <br />62 For general information, staff has included the table of contents of the legislative policies for the League <br />63 of Minnesota Cities and Metro Cities organization as Attachment 3. <br />64 <br />65 As the City Council will note, there are several instances of overlap between the City’s Legislative <br />66 Priorities and the League of Minnesota Cities and Metro Cities legislative policies. As the City’s legislative policies are mostly <br />82 centered around state laws and policies, a broader state-wide equity lens is needed to ensure that racial <br />83 equity disparities are addressed. As the Legislature considers the City’s legislative priorities, the City will <br />84 advocate that racial equity impacts are considered in the drafting and consideration of the legislation. <br />85 <br />86 Budget Implications <br />87 Not directly applicable to the Legislative Priorities.
