REQUEST FOR COUNCIL ACTION <br />Date: 1/5/2026 <br />Item No.: 7.d. <br />Department ApprovalCity Manager Approval <br />Item Description:Consider City Council and Advisory Commission Rules of Procedure <br />1 <br />2 Background <br />3 Each year, the City Council reviews the City Council and Advisory Commission Rules of <br />4 Procedure for ways to best conduct City business. The Rules of Procedure were last <br />5 changed on October 20, 2025, when Rule 7 Remote Participation was amended to allow <br />6 Councilmembers and Advisory Commission members to participate remotely at meetings <br />7 up to three times per calendar year, provided all notice and other requirements of the Open <br />8 Meeting Law are met. <br />9 <br />10 At the January 27, 2025 meeting the City Council amended Rule 3, which added new <br />11 language as item "g": The public speaking time limits above do not apply to pre-arranged <br />12 presenters or to the subjects of or applicants for council action, or appellants or petitioners <br />13 to the council. Such speakers are encouraged to limit their remarks to 10 minutes or less. <br />14 <br />15 At the January 6, 2025 meeting, the City Council amended the rules of procedure by <br />16 adding Rule 8 to allow for the appointing of a presiding officer at a meeting when the Mayor <br />17 and Acting Mayor are unavailable to chair the meeting. <br />18 <br />19 The current Roseville City Council and Advisory Commission Rules of Procedure is <br />20 included as Attachment 1. <br />21 <br />22 Policy Objectives <br />23 Ensuring that clear and defined procedures for conducting City Council and Commission <br />24 meetings is important in providing transparency and building trust with the public that City <br />25 business will be conducted in a fair and consistent manner. <br />26 <br />27 Equity Impact Summary <br />28 The implementation of the Rules of Procedure for city council meetings is intended to <br />29 create a structured, inclusive, and transparent framework. There are various components <br />30 that promote equity and inclusivity. For example, the rules mandate live-streaming and <br />31 recording of meetings, which enhance access for those unable to attend in person. <br />32 Additionally, on the city's YouTube channel, videos have closed captioning, which <br />33 increases accessibility for individuals.
