A Councilmember or Commissioner may, at a meeting, request that an item be placed on a <br />90 future agenda, or; <br />91 <br />92 2. ACouncilmember or Commissioner may make a request for anagenda item outside of a <br />93 meetingbysubmittinganemailrequestto the citymanager or staff liaison,no later than <br />94 noon of the Wednesday preceding the meeting. <br />95 <br />96 An agenda item submitted per 1 or 2 above will be included on the agenda for the next meeting <br />97 under the heading “Council (or Commission) Direction on Councilmember(or Commissioner) <br />98 InitiatedAgendaItems”at which time the Council, (or Commission) on consideration of any <br />99 preliminary material provided by the initiating Councilmember (or Commissioner) for inclusion in <br />100 the meeting packet, will by motion provide direction as to whether, how, and when the agenda item <br />101 will be taken up at a subsequent meeting, or; <br />102 <br />103 Additionally, aCouncilmember (or Commissioner) may request the addition of anagenda item at the <br />104 same meeting at which the item is proposed to be addressed. However, the addition of such an agenda <br />105 item shall requirethe approval of amajority of the Councilmembers (or Commissioners) present. <br />106 <br />107 Rule 7 Remote Participation <br />108 Members of Council and Commissions are expected to attend all meetings in person. Members may <br />109 participate remotely up to three times per calendar year, provided all notice and other requirements of <br />110 the Open Meeting Laware met. <br />111 <br />112 All staff reports, consultant reports, and citizen testimony will be in person, unless remote <br />113 participation is required due to unforeseen circumstances or situations outside of the control of the <br />114 individual. <br />115 <br />116 Remote participation should be coordinated with the City Manager at least one business day in <br />117 advance of the meeting. <br />118 <br />119 Rule 8 Presiding Officer in Absence of Both Mayor & Acting Mayor (or Chair & Vice Chair) <br />120 In the absence of both the presiding officer and the designated alternate, a meeting will be presided <br />121 over by the most senior member (or in the event of a tie in seniority the most senior member whose <br />122 last name comes first alphabetically) until the body by affirmative vote on a motion designates any <br />123 other presiding officer. <br />124 <br />125 Rule9 Suspension ofRules <br />126 Pursuantto Rosenberg’s Rules of Order, these Rules may be suspended in specific situations upon a <br />127 2/3s vote of the members present. <br />128 <br />129 Rule10 Effective Date <br />130 These Rules shall becomeeffective uponadoption by a majority of the City Council andshall remain <br />131 in effect until amended or repealed by subsequent vote of the Council. <br />Qbhf!92!pg!2:6 <br /> <br />
