<br />REQUEST FOR COUNCIL ACTION <br />Date: 1/12/2026 <br />Item No.: 7.a. <br />Department ApprovalCity Manager Approval <br />Item Description:Receive Update on Strategic Plan <br />1 <br />2 Background <br />3 In 2024, the city of Roseville entered into an agreement with INspiring SIGHT to create a <br />4 strategic plan for the organization. In the fall, Staff and City Council held joint sessions to <br />5 develop a vision, mission, values and strategic directions for the organization. Staff <br />6 continued the strategic plan work, including developing goals and success indicators for the <br />7 strategic plan. Staff presented, received, and incorporated council feedback into the final <br />8 version of goals and success indicators that were adopted by council. <br />9 <br />10 Staff continued to develop the strategic plan’s next phase by creating the plan objectives. <br />11 This presented an opportunity to increase organizational engagement in the development <br />12 of the strategic plan. The city created cross-functional teams with representatives of all <br />13 departments to develop innovative objectives to guide city work and the strategic plan. <br />14 These teams brought forward more innovative objectives, and the relationships developed <br />15 have led to better collaboration on other projects not related to the strategic plan. <br />16 <br />17 After core teams developed objectives, the department head team reviewed, edited, and <br />18 revised the objectives. Those updates were shared back to core teams for final review. <br />19 Staff will provide an update to council about the progress of the plan’s development and <br />20 next steps on implementation. <br />21 <br />22 Policy Objectives <br />23 As an evolution of the community aspirations, the development of the strategic plan aligns <br />24 well with our organizational direction and policy objectives. It prioritizes our programs, <br />25 operations, and investments through our organizational values, Accountability, Integrity, <br />26 Equity, Community and Safety. <br />27 <br />28 Equity Impact Summary <br />29 As we name the values of our organization, implementation of the strategic plan is another <br />30 step towards fulfilling our community aspirations.
