REQUEST FOR COUNCIL ACTION
Date: 1/26/2026
Item No.: 10.k.
Department ApprovalCity Manager Approval
Item Description:Accept Donation From Midway Speedskating Club for Travel Expenses for
Staff

Background
The Midway Speedskating club was recently awarded its bid to host the 2028 Junior World
Speedskating Championships, which will be held at the John Rose MN OVAL. This is a
large, worldwide event that hasn't been hosted in Roseville for more than 20 years.

To prepare for the event, the Midway Speedskating Club has offered to pay the travel
expenses for two City staff, Kevin Elm (Skating Center Superintendent) and Taylor Driesen
(Ice Maintenance Tech), to attend the 2026 event in Inzell, Germany to learn about the
event from February 25 through March 1, 2026, and begin to make preparations for when
the event will be hosted in Roseville in two years. This would be beneficial for staff to learn
about strategies and expectations for the host site, and ice maintenance technician
expectations and techniques for an international-level event.

Midway Speedskating will directly pay travel costs for the employees (estimated at $5,000
to $7,000). No City funds will be expended for travel, per diem, or any other expense
related to the trip. Staff will be compensated for their typical work hours while they are on
the trip.

Policy Objectives
Per City policy and state law, all donations must be officially accepted by the City Council.
Additionally, out of state travel must be approved by the City Manager.

Equity Impact Summary
None

Budget Implications
None

Staff Recommendations
Approve the resolution to authorize the acceptance of travel expenses for Kevin Elm and
Taylor Driesen to attend the 2026 Junior World Speedskating Championships in Inzell,
Germany.

Qbhf!245!pg!277
