<br />1 EXTRACT OF MINUTES OF MEETING <br />2 OF THE <br />3 CITY COUNCIL OF THE CITY OF ROSEVILLE <br />4 <br />5* * * * * * * * * * * * * * * * * <br />6 <br />7 Pursuant to due call and notice thereof, a regular meeting of the City Council of the City of <br />8 Roseville, County of Ramsey, Minnesota was duly held on the _26 day of January 2026, at 6:00 <br />9 p.m. <br />10 <br />11 The following members were present: , , , , and Mayor . <br />12 and the following were absent: . <br />13 <br />14 Member introduced the following resolution and moved its adoption: <br />15 <br />16 <br />17 RESOLUTION No. <br />18 <br />19 FOR TRAVEL EXPENSES RELATED TO THE 2026 JUNIOR WORLD <br />20 SPEEDSKATING CHAMPIONSHIPS <br />21 <br />22 WHEREAS, the Midway Speedskating Club has been awarded the bid to host the 2028 Junior <br />23 World Speedskating Championships at the Guidant John Rose MN OVAL; and <br />24 <br />25 WHEREAS, hosting an international championship of this scale requires advanced planning, <br />26 coordination, and technical preparation by City staff, including facility operations and ice <br />27 maintenance; and <br />28 <br />29 WHEREAS, the 2026 Junior World Speedskating Championships will be held in Inzell, Germany, <br />30 providing an opportunity for staff to observe event operations, host site expectations, and <br />31 international-level ice preparation techniques; and <br />32 <br />33 WHEREAS, the Midway Speedskating Club has offered to pay the travel expenses for two City <br />34 of Roseville employees—Kevin Elm, Skating Center Superintendent, and Taylor Driesen, Ice <br />35 Maintenance Technician—to attend the 2026 event from February 25 through March 1, 2026; and <br />36 <br />37 WHEREAS, the Midway Speedskating Club will directly pay all travel-related costs associated <br />38 with this trip, with an estimated value of $5,000 to $7,000, and no City funds will be expended for <br />39 travel, per diem, or other related expenses; and <br />40 <br />41 WHEREAS, the City of Roseville will benefit from this travel through improved preparedness, <br />42 staff training, and operational knowledge to ensure the successful hosting of the 2028 Junior World <br />43 Speedskating Championships; now, therefore, be it <br />44 <br />Qbhf!247!pg!277 <br /> <br />
