Roseville Public Works, Environment and Transportation Commission <br />Agenda Item <br />DATE: January 27, 2026 ITEM: 4.b. <br />ITEM DESCRIPTION: Keya Park Layout Recommendations <br />Background <br />The City of Roseville is considering modifications to Pascal Street near Keya Park to improve safety for <br />people walking, biking, and driving. Residents and City staff have identified safety concerns related to limited <br />visibility and speeding near Keya Park. <br />In the fall of 2025, City staff did a pilot/demonstration project for six weeks to look at potential changes. The <br />goal of the pilot project was to test how a narrower roadway might influence vehicle speeds, improve <br />stopping sight distances, and enhance comfort for pedestrians walking to and from the park, before any <br />permanent changes were made. The pilot project consisted of using short plastic posts (delineators) to show <br />where new curbs could be placed if the roadway was narrowed in the future. Narrowing the street can help <br />drivers travel at safer speeds and make it easier for everyone to see one another near the park as the <br />pedestrians have their own dedicated space. If the road was permanently narrowed with curb in the future, a <br />sidewalk would be added behind the curb from Brooks Street into Keya Park to provide dedicated pedestrian <br />access. <br />The City received both positive and negative feedback related to the pilot project (Attachment 3). Based on <br />the feedback received and the concerns about safety that are still unresolved, staff is recommending the <br />roadway be modified and a pathway be constructed between Brooks Street, into Keya Park (Attachment 2). <br />A public open house was held on Tuesday, January 13, 2026, to receive feedback from the public on the <br />updated layout. Based on the comments received during the pilot project and at the open house <br />(Attachments 3 and 4), the City of Roseville will review three possible Pascal Street designs (Attachment 2) <br />with the Public Works Environment and Transportation Commission (PWETC) and Parks and Recreation <br />Commission (PRC) on February 5. Commissions will make recommendations to the City Council, which will <br />make the final decision. <br />The public was invited to both commission meetings as well as the City Council meeting on February 9, at <br />which time it is anticipated council would approve a layout. If the project is approved, it would be included <br />with the 2026 Pavement Management Project and be constructed in the summer of 2026. <br />Recommendation <br />Receive presentation and provide feedback to staff. <br />Provide recommended layout to the Roseville City Council. <br />Attachments <br />1.
